In the case of the stimulator it will only provide barely funcitonal stats. So if you have a brain dead colonist from a gunshot wound or whatever, the stimulator will at least get them moving around.
If they have alzheimers though, the stimulator is a major downgrade. If you use the expanded prothestics mod (and it's basically essential that you do) then you can craft an A.I chip that will return full autonomy if installed correctly. So it will cure alzheimers and fully repair any brain damage.
