Report a translation problem
in a directory called "Blueprints". If a blueprint has been exported, an option to remove and delete the
exported blueprint will also appear

I just tried it myself and after some time I found it. Have you tried starting a game with the mod active? Just so the game recognizes the new mod. After that use NylonWorms URL. Find the locallow and there is the new folder. Hope this helps!
Once you export a blueprint the "Blueprints" folder will be created in your appdata folder.
%AppData%\..\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios\Blueprints
then in game rightclick on create and import
