About the mods you mentioned, it could be that it's conflicting with a mod, but I don't really understand why that would be, as RoadSigns only replaces props and doesn't use any detours or fancy stuff that could clash with other mods (in theory at least).
A few questions:
1. do you use Fine Road Tool or another, older version of that mod? The other ones are most likely outdated, so if you don;t use the one I linked, I would recommend you to start using it (it's better and actively supported). I use Fine Road Tool, and it doesn't conflict with RoadSigns.
2. Have you tried loading the map with TM:President Edition disabled? No need to remove it, just disable it once in the mod panel, load your city, and see if the signs are changed. After that, simply close the map (don't save ;), and enable TM again in the mod panel.
3. Do you actively use the Road Color Changer? It's a pretty old mod (which I no longer use myself, so I haven't tested it for compatibility, and it may conflict), and Roads United (which I do use, and which doesn't conflict with RoadSigns) also offers options to change the road color per road type, from light gray to near-black.So unless you want to give your roads pretty outlandish colors, I think you can safely uninstall Road Color Changer and use Roads United's options to give your roads a different color.
4. If none of the above helps, could you open the output_log.txt, and search (Ctrl-F) the mod for entries that start with [American RoadSigns 1.0.3] - it may be a long list of entries, but it should give you a bit more info about what goes on under the hood when you load your city. If you don't find any entries, please enable the 'Write data to debug log' option in the mod panel (see here), load your city, close it once done, and recheck the output_log.txt
The output log can be found in this location: C:\{path_to_Steam}\steamapps\common\Cities_Skylines\Cities_Data (assuming you have Steam and the game installed on your C drive).
Sorry that I can't give you any definitive answers yet, but trust me, we'll crack this nut!
Here's a few more things to try:
- un-sub from the mod, load your city, exit and re-sub, and start again;
- verify the game's local cache before starting the game (open your library in Steam, right-click on Cities:Skylines and open the Properties popup, open the tab 'Local files', and click on the option 'Verify integrity of game cache...');
- remove the config file 'CSL_AmericanRoadSigns.xml' named from C:\{path_to_Steam}\steamapps\common\Cities_Skylines\Cities_Data, and restart.
Also, had you taken a look in the output_log.txt to see if there are any errors?
And lastly, the mods you mentioned, are those the only ones you use, or do you use others as well? If so, could you post a list of all mods you use?
Anyways, this mod should write some data to the output log, and every entry created by it is prefixed by [American RoadSigns 1.0.3] - so open the output log in Notepad, and search for for that text string using Ctrl-F.
If you have enabled the 'Write data to debug log' option in the mod's option panel (recommended until we've solved the issue), the mod writes additional (debug) output.
Another thing that just crossed my mind: if you go to the foolder located at C:\{Path_to_Steam}\steamapps\workshop\content\255710\690066392, how many .crp files do you see in that folder? It should contain the mod file itself (a .dll), 9 sign props (.crp files) and 5 texture files (.dds) Are all the files present?
If so, could you check the following: in the mod option panel there is an option called 'Load dependencies from local mod folder, if present' (see second screenshot). Could you first make sure the option is un-checked and reload your city. Does that fix anything? If not, could you copy all the .crp and .dds files I mentioned previously (so not the .dll file) to the following location: C:\Users\{Your_Windows_Username}\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods\American RoadSigns, then start the game, check the 'Load dependencies from local' option, and finally load your city.
Oh, and one more things that just came to mind (stupid that I hadn't thought of it before): could you post the contents of the mod's config file. It's called CSL_AmericanRoadSigns.xml, can be found in C:\{Path_to_Steam}\steamapps\common\Cities_Skylines, and should contain all the mod settings - perhaps that could yields some useful clues.
Can you revert the situation back to what it was, so that you can load your city and only have that one specific sign missing?
If you can, could you please share the contents of your settings file? Also, did you check whether all the props are actually present, and if so, have you tried loading them from your local folder (like I explained in my previous post)?
I really wish I can help you, but without any specific info it's like searching for a needle in a hay stack for me. That's the reason why I'm asking so many questions and asking you to try several things: hopefully that will eventually yield any clues that can help to fix that annoying issue once and for all.
