A cat in the sack
When I acquire a lieutenant sniper his aim stat is always around 65 or so. It's an effectively worthless unit for 200 supply. It could work better is if the high ranked units that you acquire would have about average stats or if you could see their stats before you acquire them(maybe at a higher price even).
