Do they have time to shoot?

How action point-hungry is this class? Can a hacker with overwatch skill also act as a Leader effectively, or do I need to detach a specific soldier just for leading?

The tree itself has only around three or four active abilities, and IIRC those all take one action and don't end the turn. I usually use my specialists as the leaders.
