The fact that most creeps can just use there spells before mana break can completely burn their mana out, is another reason why it doesn't really shine.
The ult also seems rather insignificant compared to the effort required to actually make it do something-most creeps are dead by the point where you hit something with high hp and high mana (bosses mostly) by cleave/team, and when all creeps have enough hp and mana to take some beating, it's damage is not that amazing (magic, 1.1 times lost mana at max) for it's 70 sec cd.
And harpies can still zap AM to death with the lightnings so he doesn't even do that well being 'anti'-mage.
While spell shield might be alright as it is, his q and r definitely seem to need something done about em.
