The crowbar is a tool (or not) and it can be used for the engi since he uses wrench and he uses a a hammer, SO WHY NOT? an engi holding a crowbar would be cool.
for the spy, it's alot useful for the spy to backstab anyone with the freeman's friend (The crowbar) because when you hit a headcrab with the crowbar, it dies, SO YEAH.
backstabbing with a crowbar is awesome.. so calm down and give poor spy a chance to hold something.

I can picture the scout using this, the sniper, maybe the soldier too. Demoman... eeeh, Heavy, most certainly not (size issues, and heavy melee is more focused on fists/gloves/etc, not on weapons). Medic could probably get away with it. Pyro too. But I think heavy, spy and engineer should not have access to it simply because it doesn't match the theme of their existing weapons.
