How do I make the Ottoman Empire Pro-Fascist?

there is bug in the bills related to mapower,they have the probem were the reclutable population is clasified as reclutable population factor making the moddifier useless

My game crashes when i capitulate Belgium as Germany .Anyone same issue???

First Balkan war

I am playing as the Ottoman Empire, I am able to win the Balkan war in mid 1913, every time i do so, i am forced to take a white peace withe reparations. also after the white peace triggers the game crashes.
