Some economic policies need to be changed
As per title some laws policies you are able to choose should be changes as in the current implementation the don't make sense, the most egregious being the welfare policy.

The welfare policy is the only policy that changes your poverty development. Poverty determines how much wealth your people have and the only functional gameplay effect it gives is how much tax you get from your ppl with your tax laws.(the stability really doesnt matter)

Now I played a nation that was on grinding poverty, I put it on max welfare as soon as my economy allowed it, I had to pay 30 billion in social spending, which at the time when I made the change was 6 times my income of 4-6 billion. My military (plus cost of mil fact) was about 0.8 billion. Now fast forward an entire 8 years, I jump one level and what was the benifit on max taxes? About 1-2 billion more... Great. By that time my income was already around 32 billion just by building buildings and tech...(to be fair i was on free trade but i don't think that matters much)

Like it is the biggest money sink from the policies and you pay +30 million just to get +1 billion after 8 years which by that time everything already happened anyway and it doesn't matter.
There will never be a situation where you'll want it to increase, either put it on stagnant or let it drain because the effect is so slow anyway and just use the extra cash...

On the other hand you have policies like workers rights which on max are essentially free with a minor construction and factory output debuff (and also takes like 8 years to go into effect) for 2 developments industry and agriculture.

The only relevant thing taxes effect is you'll be slower to build money buildings and industry factories which doesnt matter as the only natural cost increase comes in building larger armies where you focus on building lots of mil factories anyway.

For one I wouldn't tie the only way to improve your poverty/ the way you make more money from people with the only policy that drains your econonmy by that massive amount.

As well I would change the level increase decrease to 1-2 years. Is that very realistic your entire nation would change that quickly? Not really. Would your policy choices affect your nation during your campaign and had an impact? Yes.
