Isn't that a problem?
So, when i was playing russia (and prussia on earlier versions of mod) there were no chiefs of army. I wanted to change the template of my division, but i had no millitary expirience.
So the solution is: please, add chiefs when updating the country!
Edit: I know that you can get experience by wars and training, but isn't that too long to get 10 of those?
