Hey, the relic doesn't seem to give the buff as it's supposed to. I'm using it on Dragon Knight and he doesn't get the buff when he ults

After testing, the effect is correct; however, this buff does not provide a buff icon display. You need to select Dragon Knight and then move the mouse over the attributes on the bottom right corner of the avatar to see the detailed attribute changes when using the ultimate skill.

I can see the stats changing, so it seems to work. But shouldn't a 2.5% atk dmg bonus be visible on the damage display? That doesnt change at all, which made me wonder in the first place.

I didn't understand your point about "shouldn't the 2.5% attack damage bonus be visible on the damage display." I checked, and the normal attack damage number displayed after receiving the attack damage bonus is indeed higher than before. This attack damage bonus does not change the display of the ATK.
