When I click monthly stability, I get monthly stability, but any centreilisation is given is not to the montly progress, but to the overall progress as one time instead

Example, I waste 50 pp for 2,5 % montly stability, monthly stability increased by 2,5 %, but when I spent 25 command power, if I had centrilisation 17 % and monthly centrelisation -1,5 %, I get 18 ^ centrilisation and same -1,5 % monthly progress, making it impossible to progress, because my monthly progress and negative and the one time 1 % give away doesn't help at all
