Bug: Ideology memes that require the existence of buildings like libraries and hospitals don't work cross-floor. If I build a library on the 2nd floor, pawns on the ground floor will have the "Need Library" mood. If I build a nice hospital on the ground floor, the 2nd floor pawns won't have the "Huge Hospital" buff.
