Is it just bad luck?

I've done 24 crew quests lately trying to get some shield technicians and i haven't been awarded a single one yet. Does the territory matter for doing the quest or is the % chance to get the shield tech just low? I've been doing them in Polaris space.

Territory doesn't matter.
Crew are 100% from completing any colony/settlement's 3 missions. It is random which one you get.
Crew are 33.3% from bar trader's single mission. RNG for both getting a crew, and which crew you then get.

Ok, just making sure I wasn't doing them in the wrong spot. Thanks for the reply and y'all are doing some great work on the game.
