I'd like an answer to this too, the hover text sometimes doesn't fit into the screen, cutting off the top portion. It's super annoying.

While I'm here I'd like to point out another minor bugbear - any weapon or item that has multiple placement options doesn't give you the same numerical information as ones with fixed placements. It makes it difficult to know (for example) how much space a shield extender will take up, or the damage numbers for certain weapons.

I’ll second both points are mildly annoying in game. I’ve found Empirion buddy helps. It lists out stats for multi-placement and I think has the same text as the game which makes it easier to read (doesn’t get cutoff).

I can make the Shield Boosters' dimensions show on the parent block tooltip; but it cannot be done for other block groups that have different-sized blocks. The sizes DO appear on the tooltip when you're selecting a block variant.
