Aside from having typically less troops, turrets and/or more blindspots, a starter zirax POI is no different from a T1 zirax POI anywhere else in the galaxy. They are fully beatable with a starter-level SV, but only with a starter COMBAT SV. You cannot ever take a miner or freighter into a battle at any point in RE2 and expect to come out victorious.
You're also not gonna be able to do much in the way of "brawling" against a POI in a starter SV; with hit-and-run being the most effective without the shield capacity and weapons of a later SV.
An HV will take out the starter planet POIs pretty easily with a few light cannons.
