It appears we have to be friendly with the Trade Federation to make use of these vendors. Hopefully you can earn some RP with them without too much effort. The trade frequencies are also a bit on the pricey side (100K). When I found my waste treatment vendor it was brute force travel to nearly 10 barren planets before I found one. Best of luck!
Someone probably hit it accidentally. There does not seem to be any way (in steam) to take back a flag. The link looks totally Ok to me.
