Most Heavy weapon ammunition is made in the Universal Constructor.

Thank you for the quick answer, but in my opinion the ammo should be made by the same tier constructor that the weapon, not one tier higher

Now I understand what has happened - i've made my blueprint in RE2 creative mode, loaded my survival save, made ship in the factory (without warning that i should invent universal constructor to be able to produce ammo), so of course i couldn't guess the ammo is made only by universal constructor

The Heavy Weapons themselves are also made in the Universal Constructor.

You normally do have that warning, and that's across all scenarios, not just the vanilla game. if you have manged to spawn something in Survival for which you have not got the unlock yet, in difficulty settings, "Unlock Check In BP Factory: " must be switch to NO. This bypasses the level/unlock checks and allows items to be spawned in from the factory with items that have not been unlocked yet in the tech tree.
