I think its pretty obvious that rapid fire is the clear pick or must have over everyhing else. I think sylph has a bit of an identity issue. Sometimes it seems like movement speed and kiting is like half and attack speed is the second half.
I think if you'd like to go down this route of balancing move speed vs attack speed, i think you should try to really emphasize both parts respecively.
Her attack speed side is clearly stronger, especially since kitting isnt really rewarded except for a few bosses. You can really wreck the bosses with Rapid Fire.
