MOUNTS
As title said, where do I get rare mounts? I mean Raindeer, Hippogryph or even pegassus? I see the Empire Gryph Riders and I wish to know how to get that without using Console Commands

Demigryphs you can get from the connected noble in altdorf keep. Stags are not possible unless post battle loot if you have veternarian perk.

There is no pegasus ingame, and the unicorn is not possible without cheats

I tried to talk to him but he answers "You do not serve the empire...", I joined the empire as a vassal and as a mercenary and he said the same thing. Note: I'm a wood elf waywatcher

Yeah, he only talks to empire culture characters, you're a wood elf

Oh, alright. Are there any plans to make the mounts more accessible to other cultures or accessible in general?

You can get the Deer if you pick the Mercenary Class and use the Perk to hire one of those Asrai.

To other cultures no. But their own culture yes.
