For use of artillery you need at least 2 engineers or artillery crew per gun in your party. Obviously you also need the artillery piece/s in your inventory.
You can deploy (after start of fight, by using Q button) one cannon/mortar per 50 points in Engineering. If you have a cannon in your inventory and engineers in the party but only 49 in Engineering, you cannot use the cannon.
What is not absolutey clear to me is wether you need to be a vassal of an Empire count to use artillery, or wether it is enough to be a mercenary. You need to be "in the service of an Empire count". I think you need to be a real vassal. I'm currently vassal of Averland and can deploy cannons, but I did not try it as mercenary.
