You have to solve the (easy) quests for the master engineer in Nuln. Then you need to unlock the better firearms stuff, by giving 500 Prestige each to the master engineer (second dialog option). After giving 2 x 500 Prestige you can buy mortars. After another 500 Prestige given you can buy cannons. So you need 1000 to 1500 Prestige in the end for artillery.

For use of artillery you need at least 2 engineers or artillery crew per gun in your party. Obviously you also need the artillery piece/s in your inventory.

You can deploy (after start of fight, by using Q button) one cannon/mortar per 50 points in Engineering. If you have a cannon in your inventory and engineers in the party but only 49 in Engineering, you cannot use the cannon.

What is not absolutey clear to me is wether you need to be a vassal of an Empire count to use artillery, or wether it is enough to be a mercenary. You need to be "in the service of an Empire count". I think you need to be a real vassal. I'm currently vassal of Averland and can deploy cannons, but I did not try it as mercenary.
