Can't be turned off no, each faction has a similar mechanic as gold is too easy and cheeses the game in vanilla.
Is there any way to see how much a specific unit costs in DE upkeep, so we can at least calculate what we can afford or not?
Playing as a Moussillon Necrarch, i have apparently zero DE income out of the individual career perks.

Dark Visions is a career tier 1 perk.
Unhallowed Soul the tier 2 version.
The Everlings Secret the Tier 4 perk adding the Winds of Magic's overflow to the Dark Energy reserve.
No Dark Energy income, apparently, from cities, despite being in control of 5 cities and one castle.
For Dark Energy, in Moussillon, the manual just refers us to Sylvania, so the mechanics should be the same.
With, from another topic, the shrine defilement unavailable, it seems the elite units, meant to be fairly limited, are way more so than they were meant to.
the shrine defilement unavailability is due to a bug, the countdown only starts when you first visit one, and the wraith units should not be that hard to get as long as you still have open space in your party.
Though I am an indpendant Kingdom ( the golden boar over scarlet background on the pic ), so normally, i should get DE from the cities ?
Are you sure you are an actual kingdom, or just your clan that has several fiefs.
My apologies, i come from pre-Bannerlord Mount & Blades, where taking a fief as independent automatically creates a kingdom faction. It works, all right.
