Master Engineer Quest (part 2)

I finished the first part. Then the master engineer told me about this other engineer I am supposed to hunt down, and that he knows where to find him. However, I didn't get a location or anything. I have no idea where to look. Am I missing something?

Same as first part, they spawn somewhere on the map marked with a giant army icon, can't miss it unless you save and reload.
