How does Blast of Agony work?
Title. In the document it says that it's just a "Fireball" ability, in-game it says that it costs no WoM, but whenever I select it in-game it just says "ability not charged". I figured it might be "charge"-able by casting spells or getting kills, but no luck. What in the world should I be doing that I'm not? And whatever it is, can it please have an instruction listed somewhere in-game?

The manual should have listed how it should be charged, but you charge it by dealing spell damage

All the manual says is "Target seeking fireball" in the Careers list, and in the Career Abilities section, it says "Summoned directly from the realm of the dead and cast by the Necrarch, this projectile spell deals 80 damage. The Blast of Agony grows in size for every point put into the Spellcraft skill, it can also be modified with several upgrades from the Career tree. It is free of any winds of magic cost to cast."

Unless there's a third place that describes the ability in the manual, looks like that info might not be in there, it seems to imply that it's just a free-of-cost projectile spell. But, thanks for letting me know.

Ah my bad, then we are still in progress of adding a description of what charge is required for each ability, thanks for reminding :)
