How does the top of this Necrarch Career tree work? It says "For every hit enemy gain 0.25% of your Maximum Winds of Magic"

Many items at the top of the career lines reference the career ability. Does it mean that I only gain winds from hitting with the Blast of Agony? Is it any non spell hit to tan enemy?

Just looking for clarification.
