Crash on startup
I already set terrain quality to medium, yet there is still a crash on startup

What does the crash say ?

It only says:
"The application faced a problem, we need to collect necessary tiles to fix a problem"
I do not know where i will have to look in files for a crash code

Then its unrelated to d3d, make sure your game version is 1.2.11, TOR versions are 1.2.11 and your load order correct;

I checked once again, moved custom battles up and now it seems like the loading screen on launch froze. I will be back in a few hours to say if it really froze

If you're having crashes its not a bug, post in technical
