Bug Report: Single Legal Party requires Single Legal Party in order to implement

Unable to pass "Single Legal Party" law because it requires that I have already passed "Single Legal Party".

Yes, because there's a journal entry and once you complete the journal entry it gives you single legal party

Then the journal entry doesn't work. I have played maybe 30 complete games start to end with this mod now and gone full communism and all, and never once have I seen any journal entries related to this mod. Just vanilla stuff.
