Xenotype Spawn Control

Bug report: Mod does nothing.
Im trying to run a new campaign where i play as a small group of extremely modified Xenophobes with Xeno and Germline genes that are (in my headcanon) implanted into them offworld, or they were born with them yada yada thats not important.

The point is, i dont want any other factions or pawns spawning with these Xenotypes that i made specifically for my colonists. However, i set the spawn rates for these Xenotypes in my game to 0% for all factions, pawn-types, and memes, and still i get random caravans and raids with these xenotypes mixed in, and quite often too, Im assuming the game is thinking that since they are special xenotypes, that it spawns them as groups of the same xenotype, but this completely ruins my immersion.

Ive resorted to dev-mode nuking these caravans/raids when they happen, or just save-scumming, its annoying.

So TLDR: This mod isnt preventing my hand made xenotypes from spawning even after setting the spawnrates to 0%

What should i do to hopefully fix this? I can post my modconfig file so you can see what mods i have active if needed.
