Could I force a Prison Demand with Dev?

I spawned in a void boss and beat him up with guys with stun batons and arrest him, and I still haven’t gotten a prison demand yet. Is there anyway I could fix this or get a way to have a prison demand?
I just like preparing my army for a big attack.

tecnically you can, just trigger a raid and that should mimic the mechanic, but i dont know if you can trigger the prisioner demand with dev mode
