I've never used Assembly Kit before but I tried to do my own digging.
Yusak appears to be a part of an exclusive military set [wh_main_group_norsca_steppe]
Which would explain some absence of units (Including baseline Fimir Warriors and Frost Wyrms), but there are references to them located under [units_to_groupings_military_permissions], properly implying they should be available?
Wyrmkins do not have a unique military set, but are also missing both heroes (But not the regular warriors or the wyrms). Tried to cross-check them with other factions but couldn't find anything, could be blind. Seemed to run into a dead end on that one.
Other Minor Norscan factions located in Norsca (and Skeggi) still have access to the heroes. So them being Major Faction exclusive doesn't check out.
Wanted to do a Wyrmkins campaign and got a little confused about the Heros' absence. Thanks!
Edit: Discovered the [faction_agent_permitted_subtypes] page, Wyrmkins seem to specifically missing access to those two hero types. Why? I do not know.
I've seen this one as well, i'm thinking it's more of a base game bug. There is a work around however, after you upgrade the herdstone in the dread menu any new herdstones will be above level 1
