I know China was running something like that some 10 ears ago, I was In college here in the states, took mandarin classes, and they reached out for students interested in traveling to china for a month, all expenses covered, those who did came back being capable of holding a conversation in mandarin, because how the hell would not learn mandarin if they spend a whole month surrounded by nothing else?
