Forts where should they be placed?
Besides the normal forts capitals get, where should I grant fort status across the map. My preliminary choices give Texas a few because well It has three major metropolitan areas that are big and populated.

That might be a better idea than the one I had, I was going to go with putting a fort in large cities. Generally large military bases though are not anywhere near major cities so its a decision on which is more appropriate.

forts should be limiited to 1 or 2 per state, with 1 of the forts being placed in a border province with thats states rival or enemy from the start of the game. That way when war breaks out you won't have a more powerful state like Texas steam role over the weaker ones

You might also consider putting one in each states capitol and then one other in a border province

i agree the weaker states would not be able to put much of a fight

Your capital has an unpaid fort by default.

Virginia will get a fort, probably in the Newport News region.

Yeah I want a good balance.

Capital cities get their own fort by default that cost no upkeep, I am interested in forts elsewhere. For example I am thinking of giving CA two: San Francisco (the Presidio of San Francisco) and Los Angeles (numerous Spanish and American garrisons in its history), then in neighboring Arizona give them just Tucson (the Presidio of Tucson).

I made an initial list of provinces I think might deserve a fort at start but, its preliminary and gives some states way too much, like NYS getting a fort in both Buffalo and NYC and Texas getting three in its metropolitan triangle of Dallas-Houston-San Antonio and a forth in El Paso. But while its definatley OP for texas to start out with four forts, I want to balance where they're placed. Fort Bliss is in El Paso, and in the other three there's not much of a strong military presence except in Fort Hood in Temple/Waco region and historical naval stations in the Houston and Galvaston areas.

True but what I meant is that you can place another fort in your capital to significanty increase the defense of the province.

Just threw this together: https://docs.google.com/spreadsheets/d/1WoFnkYcOdHB1qsywxVb3nhpMdk0JZq2yV5NsG7qhfSs/edit?usp=sharing

Note: The "# of Forts" are level 2 forts in addition to the level 1 fort in the capitol.

I'll talk a look at that. I just started setting up the forts for all the provinces.

I just updated this to include the preliminary forts for each province:
https://docs.google.com/spreadsheets/d/1Cs-ZBRpOtCXXWke9Icii7QRg6Cpf6hpN8LnX74TEUZY/edit#gid=1064689286

You can find it in column I (I as in Internet, not L as in Lamda). The Fort for a Capital is automatically listed for state capitals (those are level 1 forts under the pre1.12 mechanics) which from what I understand are assigned automatically by the game so I don't need to actually include them in the province histories. Stronger forts are assigned with a yes (level 2 or greater with the pre1.12 mechanics.)

Maybe you could do this:

Small States (2 provinces) Fort in each province (to balance power)

Medium States (3-5 provinces) level 2 fort in capital, and 1 fort in province bordering strongest rival

Larger States (6-9 provinces) level 2 fort in capital, and 1 fort in provinces bordering 2 strongest rivals

Or 1 level 2 fort in capital and fort in largest city

Hope any of these two suggestions make your life easier.
