Finished the Ritual of Ascension. Is this working as designed?
I finished the Ritual of Ascension. Nagash returned at level 5 (he was at level 13 or 14 before the ritual) and the Black Pyramid was razed. I recolonized it but the only building that can be built there (aside from the main settlement) is the Ancient Catacombs.

yep. Your level 5 big Nagash is stronger than your level 14 small Nagash, and the entire purpose of the Ritual of Ascension is to raise the black pyramid to be a horde along with the new big Nagash.
