Can we add to the system by chance? For example a delay for Crime Notification to appear or making it so only certain groups can see the Lawbreaker Marker on map... If so how would this be done?

Asking because I'm working on a RP server, while the crime system isn't exactly what I want. Its good enough for players to use their Imagination and allow jobs for police and bounty hunters.
