For your problem: it's the map you need to put at the top, not the mod.
In locally-hosted multiplayer, when you're configuring your server and have enabled the RV Interior workshop item (under the Steam Workshop tab) and the RV Interior (v1.2) mod (under the Mods tab), you should then see vehicle_interior and Muldraugh, KY maps under the Maps tab. That's where you need to ensure that vehicle_interior appears at the top.
The message about the mod not being installed properly happens if your character teleports to the interior map for the vehicle and it doesn't load in a timely fashion. It's possible for it to happen even if the map was installed properly, if things don't load quickly enough, but the timeout should be long enough now that that's not very likely. You can always try again if you think that the map is installed properly, to see if it's now cached and will load faster the second time.
hey im running zomboid in a docker container and just have .ini and .lua that i edit. where would i find the map priority in those?
