There wasn't a rationale. Sometimes, the folks in the Vanilla Expanded series just add something stupid, and refuse to elaborate further. This includes things like a Crown disabling ALL work and not just Dumb Labor, or a Jester Suit magically removing any ability to learn any Skill. Or, you can see the ever-enduring "no electric work bench because I'm an artist", which was actually said by one of the developers of this Mod series at one point.
If you want a better Mod focusing on classical antiquity, then you want Mlie's Ancient Rim Mod series.

Samuel Streamer once did a video with the AR Mod, but after VFEC came out, he tossed us aside like hot garbage and then disliked VFEC. He said that it and AR were not integrated, but they actually are. If you get my experimental Github branch of the Ancient Rim Mod's Medditerannean sub-Mod[www.github.com], you can also get full and total integration with the VFEC Mod.
