What is the best country to reform the CSA, and Best to Reform The USA, Excluding DC.

id have to second lousiana. I played as Texas and although you get a good amount of resources, you dont get as much manpower as you would playing as lousiana.

Not Washington DC. You will need cheats to complete before California locks you out of part of your tree. You can get quite powerful very quickly though. The Minutemen are a free 12 divisions.

Personally Texas is the best because once you beat Oklahoma and Louisianan you can integrate them and have an early lead and big economy

Oklahoma you can easily defeat Texas you have a sort of big army with 28 divisions and plus if you go greater Oklahoma it becomes even easier
