Soviet Union

Romania
-Must give Dobruja to Bulgaria, North Transylvania to Hungary and Besserabia to the Soviet Union.

Allies
-No landings on the British mainland until Gibraltar falls
-As long as Malta, Cyprus, Gibraltar and Suez are British territory, Britain can raid the Mediterranean; if it loses them all, the Mediterranean raid is over.
-The Raj can send 24 infantry units to North Africa in 1941, increasing to 48 in 1942
-Free France can fight anywhere in Africa at any time.
-Can't use Desert Infantry except in Britain and South Africa.
-Allies can't factory boost each other, maximum 2 to 1 factory return from trade.
-Can't use Shock Troops

Axis
-Only Germany/Italy can send tanks to Africa, the tank class they can send is medium, they can't send heavy until 1942. In Germany, Erwin Rommel must be in charge of the African troops as a general.
-Italy and Germany could use desert infantry except for other countries.
-The war in Africa can start as of 1940.
-Spain can't join the Axis directly, but it is considered an Axis member and can send tank volunteers to Germany.
-Can launch 2 collaboration operations against the Soviet Union.
-In the Mediterranean, as long as Gibraltar or Suez is British territory, landings cannot be launched on the British mainland.
-With the outbreak of war, the British mainland can be bombed.

Communist International

-France must give Indochina to Japan.
-If Germany can't push France, it can defend its mainland for 5 months from October 39, then it must fall for the continuity of the game.

Japan
-By June 1937, Japan has to declare war on China.
-By June 1941 it has to declare war on the Allies and America.
-Can annex Manchukuo after June 1938 (Manchu will start with 60% compliance)
-Can't launch a collaboration operation on America.
-Must go to Secure The Philippnes before June 1941.
-Can't deploy more than 50 torpedo cruisers.
-Can't use Shock Troops.

America
-Can open Giant Wakes focus as of April 1939.
-Can't build a Dockyard before June 1939.
-Can't build Military factory before December 1938.
-Begins the game with WPA debuff, which is automatically removed on 2 December 1938.
-Can't get rid of the navy agreement until June 1939.
-With the start of the 2nd World War, British aid decisions are unlocked.
-With the start of Operation Barborossa, USSR aid decisions are unlocked.
-Can't use Shock Troops.
