How to enter Nishizumi Miho path !!!Spoiler warning! ! !
In the Sensha-do Federation election, there was no highest vote winner (that is, two schools were selected twice each), and unexpected incidents were prevented. After the state of emergency bill was passed, the national focus of "state of emergency" and the next national focus of "consolidating power" were completed. .
When Anzu consolidates power in the chain of events as tough as possible and causes the situation to deteriorate, there will be the "Nishizumi Miho's Choice" event.

@Finn935 Yes. Miho's KMM path needs Shiho not get rescued in the first war with Japan.

Yeah I don't see how to draw an election with 5 potential votes, unless you need to do something after the 4th vote

No winner means that no school got a majority of votes in the election, a total of five votes, that is to say distributed in the form of 2-2-1. For example, Oorai is selected 2 times, Pravda is selected 2 times, and Kuromorimine is selected once.

I don't know how to get the state of emergency bill pass, I got the event but the only choice was "No, this will end democracy" an if I picked that I will be force to go Isuzu

Edit: So I found out you lose the option to pass the emercency bill if you let Ogin create the naval government, the event did said if you picked "Bon Voyage?Ogin" It will cause some plot route related to them to be block but it said NOTHING about what plot route is it.

In the event which ask you to create naval government, there is effect tips in option, it said "this will block national focus 'State of Emergency' and 'Student Union Supremacy''"
