XP learned from TV and VHS Tapes

I noticed when transcribing my Skill Recovery Journal, it said that the XP disabled in sandbox for TV and VHS Tapes. I just transcribed my Journal and i have a mod where i can change my Sandbox setting while in game, so even though i transcribe it can i just turn in on in sandbox and go back and Transcribe my Journal again?

It should support changing settings, the XP received from VHS is kept track of regardless, while the journal uses the current XP to compare.
