OTOH, one of the things I'm most interested in working on are the scenarios for AWAW (Punic Wars, Caesar in Gaul, Romans in Britain, Crusades, etc.), and all of these will require custom civs.
When I finished with the World at War (WAW) scenarios, I did publish those custom civs as a separate mod if anyone wanted to play them. It takes almost no time, and the artwork is already done.
