I managed to find a fully functioning yacht while playing my second-most recent character. It had power and gas, and I could move around it. However, selecting Start or Leave from the Vehicle Menu or pressing E or W did nothing. I shouldn't have mods that affect vehicles outside of a few vehicle mods, and none that should affect boats.
