Would it technically be possible to create a different kind of "zone adjuster"? My thoughts go into the direction of being able to "place" zones individually like this:

a) First you place a road with or without predefined zones
b) Then you can go into an "edit zones" mode by clicking on a button, which gives you a new menu where you can (similar to the zoning menu)
b.1) create zones in different sizes (similar to the different types of zones in the zoning menu)
b.2) delete existing zones (either by a remove zone type or with right clicking on a zone similar to the zoning menu)

After you have selected the size of zone you want to place you can place them down like you would a ploppable building. The distance to the base road can be set with the zoning adjuster as already exists.
