Balance and Modifier Discussion
Let me know of any additional/alternative modifiers for buffs/debuffs.

Also, feel free to give any additional suggestions for balancing existing modifiers.

I have a suggestion for the civilian economy. I think there should be a buff for civilian factory construction construction speed while still maintaining a debuff for military factories constrction

So like a +10% bonus to civilian factory construction speed and a -10% bonus to military factory construction speed?

Along those same lines, I could see the sense in scaling that with each level of buffs/debuffs. (E.g. +20% civ construction speed bonus in Undisturbed Isolation, +10% in Civilian Economy, 0% for Early Mobilization, -10% for Partial Mobilization, -20% for War Economy, and -30% for Total Mobilization)

Yes, this is a great idea, it could add more balance to the mod and make economy more realistic actually
