I'm not following what you're saying. What do you mean by "before Stellaris was rebuilt" and by "group of artists"? What are you referring to? Are you saying that other empires when they interact with your Decepticon empire, they are immediately hostile to you? If that's the case, know that Decepticon empires have a low opinion modifiers for both organics and other "lesser" machine races that aren't cybertronian, so it should be normal for other empires to despise them.

I'm not following what you're saying. What do you mean by "before Stellaris was rebuilt" and by "group of artists"? What are you referring to? Are you saying that other empires when they interact with your Decepticon empire, they are immediately hostile to you? I think there was a major Stellaris update in May. At that time, I had a set of Decepticons that worked well. Now, when I start the game, everything is hostile towards me. What artists are you talking about? The Artisan Troupe. From the beginning of the game, they are hostile towards me, and I don't have any traits set up for them to be. Do you even play Stellaris that you're asking what artists?

If you're still experiencing that, I would first suggest you try to re-download the mod and try it again without using any mods. This should help omit any mod conflicts. Just the usual decepticon opinion modifiers for the other empires. If that doesn't work, move this post over to the bug reports and provide some more information about your empire setup.
