Elven settlement takes a long time

I mainly like to play as an elf and rule over elves but it takes quite a while to convert a province into an elven settlement. Does anyone know a way to speed up the process?

Before starting the game, find the item "Elf Expansion" in the rules of the game and choose the option you need.
