Is the Throne of Durin bugged?

I completed the decision that allows you the building slot for the Throne of Durin in Moria, but to build it would require Durin's hall to be a castle, city, or church. I don't think a delving can be changed to any of these things. Is this a bug?

I was able to do it, but you have to do some upgrades to the county to be able to build it. All of the dwarf settlements become castles once you fully upgrade and feudalise them though.

You have to build and upgrade the Dwarven Quarry to be able to upgrade your holding.
