Weapon Damage = 2% per level
Accuracy = 1 per level
Tracking = 1 per level

General
Damage = 10% per level
Health = 10% per level
Morale = 10% per level
Morale Damage = 10% per level

Generals are now critical to winning battles!

Scientist
Research Speed = 2% per level
Survey Speed = 5% per level
Digsite Clues Add = 1 per level
Evasion Add = 2.5 per level

Skilled Scientists are also skilled at not dying in a cross fire now!

Governor
Job Production = 2.5% per level
Sprawl = -2.5% per level
Crime = -5 per level
Amenities = 5 per level
