We don't think the mod is Multiplayer compatible but we will look into that
On second thought this is definitely a bug since the focusses of the other communes seem to be working.
Also, it has just gotten to 19th of December 1937 and the first war of the game has just started, the Royalist civil war. Unsure if this is intentional also?
Edit: Also, unless I'm missing it, or it's part of that event, there seems to be no way to get cores on the Jacobite territory.
So! I actually found it out for you guys lol. I was fooling around and actually found out that if you save the game and load it up onto MP, it actually shows all of the nations! This makes it so MP is fully functional. My hypothesis as to why it doesn't initially work is because of the scenario options at the top appearing to be completely untouched. It may be something involving scenarios, so please do look into that as I wouldn't want others to be turned away from playing MP on this great mod.
