Picts: no(t yet).
Cumbria: yes, but the decision is only for Brythonic characters.
To expand on this answer:
The Kingdom of the Picts was added purely so the pre-MacAlpin title history of Scotland could be moved over to a new title, as Scottish regnal numbering traditionally starts with Kenneth I. There are a load of old Pictish characters in the files who PDX have in Scotland's title history in vanilla, but they really shouldn't be, and it can potentially mess up later numbering.
I could potentially add a decision to reform it, but I'm not sure how useful it would be as it would basically just replace Scotland, which is already a de jure kingdom. I will think about it, but it was never intended to be formable when I added it.
Cumbria is formable with the 'Reclaim the Old North' decision, which is for Brythonic characters. You need to hold Strathclyde, and carve out a realm in parts of Scotland and Northern England, which will then be made de jure Cumbria, and give you 'the Briton' as a nickname. You can also do this as a Celtic pagan if you've already become one.
